Just received confirmation from the Department for Communities and Local Government:
"Dear Mr Opperman
I understand that you contacted the Secretary of State requesting whether flooded properties in Northumberland would be covered by Council Tax Relief. Having spoken to officials, we can confirm that Northumberland will be covered by this relief."
