Michael Gove plans to give governors new powers over budgets, education and even the perks offered to prisoners for good behaviour. This is a very good idea, and along the lines a lot of writers, myself included have sought. The old system of total control by Westminster of a prison does not work, particularly at the lesser grades of prison, and I welcome this and the other reforms proposed.
